David Aliberti

David Aliberti is a navy federal executive fellow with the International Security Program at the Center for Strategic and International Studies (CSIS). Prior to CSIS he was the executive officer for the Center for Security Forces in Virginia Beach, Virginia. He is a Naval flight officer, Maritime Patrol and Reconnaissance Aircraft mission commander, and Antiterrorism & Force Protection specialist. His flying tours included deployments to Signonella, Italy, with Patrol Squadron 5, supporting U.S. Sixth Fleet and NATO operations during and following the September 11, 2001, terrorist attacks; and with Patrol Squadron 9 at the time of the 2012 attacks against the U.S. mission in Benghazi, Libya. He also conducted counter-drug operations supporting U.S. Fourth Fleet and counterterrorism targeting for Special Operations Command Pacific against violent extremist organizations in South Asia. David led two secretary of the navy-directed command investigations into terrorist attacks on Navy facilities: the 2015 attack on the Armed Forces Recruiting Center and Navy Operational Support Center in Chattanooga, Tennessee, and the 2019 attack against the Naval Air Station in Pensacola, Florida. His staff assignments included deputy future plans officer for Commander Task Force 67; force protection policy and requirements branch head at U.S. Fleet Forces Command; force protection officer afloat for Commander Carrier Strike Group 10; and force protection director and plankholder for the re-establishment of Commander U.S. Second Fleet. He holds a master of arts in homeland security and in national security and strategic studies from the Naval War College; a master of science in defense and strategic studies from Missouri State University; and is a doctoral student at Johns Hopkins University School of Advanced International Studies.
